    The Employee and Technology Services Department is looking for a team-oriented and adaptable GIS professional for a GIS Analyst position.  The GIS Division supports all ten departments of the City. This is an excellent opportunity and you will be part of a highly engaged and progressive GIS Team that better serve the needs of our customers and our Bothell community. Over time it’s anticipated the position will be provided with continued opportunities for GIS professional growth.  This GIS Analyst position will initially work on a variety of projects in the areas of:

    - Map Production and Cartography
    - Compiling and maintaining a wide variety of GIS data
    - Assisting and working with City Staff on a range of GIS needs.

    GIS Coordinator

    Job Summary

    The Clark County Geographic Information Services (GIS) department has an opening for a GIS Coordinator. The GIS Coordinator is responsible for delivering geospatial solutions that provide insights into data, streamline departmental workflows, manage County assets, and enable County staff and the general public to make more informed decisions. The successful candidate will act as the main liaison between the GIS department and the County’s Community Planning, Community Development, and Public Health departments. Creativity, collaboration, strong project management skills, and a drive to innovate and improve workflows are key traits for success in this role.

    This position reports directly to the GIS Manager and serves on the GIS management team. The GIS Coordinator will work alongside other GIS staff to plan and carry out work independently. Everyone is expected to work together to successfully complete projects and tasks in accordance with instructions, policies, and established best practices.

    This position has the option of a remote/hybrid work schedule possibility. However, the candidate selected must reside in OR or WA. No Exceptions.

    The selected candidate will need to work in the office every day for the first few months to receive in-person training from other GIS Coordinators and manager.

    Land Records Technician II
    Remote/Hybrid Position

    Job Summary

    The Clark County Geographic Information Services (GIS) division has a current opening for a Land Records Technician II. The Land Records Technician II position performs the full range of process work associated with land records and parcel maintenance and serves as a contact for customers (property owners, businesses, government agencies, etc.) regarding these technical issues.

    This position reports directly to the GIS Manager and the Land Records Technician Lead. The Land Records Technician Lead makes assignments by defining objectives, priorities, and deadlines, and assists the incumbent with unusual situations or problems that do not have clear precedents.

    The Land Records Technician II will work alongside other Land Records Technicians to plan and carry out the work independently; everyone is expected to work together to resolve problems in accordance with instructions, policies and accepted practice. An employee in this classification may assist in the training of other division staff.

    This position is represented and requires membership in Local 11 – OPEIU (Office and Professional Employees International Union, AFL-CIO). Initiation fee and membership dues will be deducted from employee pay.


    Qualifications

    Any combination of training and experience that provides the required knowledge, skills and abilities will be considered.

    Education and Experience:

    • Three (3) to four (4) years of experience researching, interpreting and mapping legal descriptions, and researching property ownership history (chain of title).

    OR

    • One (1) year of experience researching, interpreting and mapping legal descriptions and researching property ownership history (chain of title).
    • Two (2) years of college level education in Geography, GIS, Surveying, Forestry, Paralegal, Records Management or a related field.

    College degrees must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education; official transcripts may be required at the time of hire.

    Knowledge of:  Legal descriptions pertaining to land ownership, research methods to determine right-of-way and property ownership history (chain of title), principles of geographic mapping and cartography, Esri ArcGIS Pro software, mathematics, and effective methods and principles of customer service and problem-solving.

    Ability to:  Read, understand, and interpret legal descriptions and legal documents as they pertain to real property; understand and respond to mapping requests from the public; understand and respond to questions as they pertain to the County’s property maps and land records; learn and remain current on technical processes, trends, and applicable computer software; work with a high level of focus and attention to detail in a methodical manner; and establish and maintain working relationships with employees and the public.

    Locations: Spearfish and Rapid City, SD, Glendive, MT, and Williston, ND

    Background: This is a seasonal project position (with a potential to turn into a permanent full-time position) to complete a utility service point survey as part of a larger team. The positions will begin in late March 2023 and end in mid-November 2023.  Successful candidates will undergo a one-to-two-week training near the assigned project location followed by working independently to collect field data near Spearfish, SD, Rapid City, SD, Glendive, MT, or Williston, ND. Overtime opportunities are available during this project assignment. A company vehicle will be assigned to each employee for use during this project.  Company vehicles will be parked/stored at the employee’s location for the duration of the project.

    Brief Description: Under direction, works independently to access and perform a visual inspection of gas and electric meters at residential locations.  Meter locations are mapped using Global Navigational Satellite Systems (GNSS) equipment connected to a tablet computer running the Esri Field Maps mobile application.  Field technicians will initiate contact with homeowners prior to accessing and performing a visual inspection, take photographs, and complete a brief questionnaire to document the location and condition of each meter.  Field technicians may be required to perform other related duties as required.  Field technicians should be knowledgeable of problems and procedures used in related field and can efficiently and effectively solve various problems.  Must have the ability to organize assigned work and develop effective work methods.

    Examples of work/duties:

    • Report to Senior Technician.
    • Work in field for 8+ hours per day, outdoors during all weather conditions.
    • Utilize company vehicle to travel through the project location during the day.
    • Walk or stand for a majority of the workday.
    • Will be trained in the proper use of GNSS / GIS technology and equipment.
    • Perform work safely and in compliance with all safety procedures and regulations.
    • Interact and effectively communicate with the SCE team, client, and residents onsite.
    • Shows a willingness to learn and adapt in a fast-paced work environment.
    • Must be able to learn and demonstrate familiarity with utility services and meter conditions.
    • Apply knowledge received during training to work assignments.
    • Arrives to work every day in a professional manner in both dress and attitude.
    • Overtime and/or weekend work may be required.

    Requirements (education, licensing, certifications, etc.):

    • Possess a valid driver’s license.
    • High School Diploma or equivalent required. Associate’s or bachelor’s degree in GIS or Engineering preferred.
    • 0-3 years of related experience.
    • Proficiency using a computer Microsoft Office a GPS / GIS technology.
    • One or more of the following is preferred, not required:
      • Esri ArcGIS Online, ArcGIS Dashboards, and ArcGIS Field Map/Collector
      • GNSS/GPS equipment
      • OSHA 10-hr

    The Mukilteo Water and Wastewater District (District) is seeking an enthusiastic and motivated GIS & Asset Management Coordinator. Under direction of the Engineering Manager, this position will be responsible for maintaining and improving the District’s existing GIS as well as coordinating the implementation and operation of the District’s asset management program.     This position reports to the Asset Management Supervisor, and will be responsible for day-to-day support of the GIS system and the Computerized Maintenance Management System (CMMS).
