    Senior Cartographer (GIS Technician III)

    Washington County, Oregon, is seeking to fill a Senior Cartographer (GIS Technician III) role in the Assessment and Taxation Department. This role will aid in supporting the mission by working as part of the Cartography – GIS Team. 
     

    The successful candidate will serve as a technical lead in the unit, guiding other GIS Technicians and administrative staff. The Senior Cartographer (GIS Technician III) will be an expert in cadastral mapping methods utilizing ESRI ArcMap and ArcGIS Pro including deed interpretation, legal descriptions, surveys, plats, etc.  As the technical lead, the successful candidate will help prioritize the work assignments of unit staff, check and maintain quality assurance of maps and databases, create and update documentation and train staff, and respond to customer issues in a timely and professional manner.  The Senior Cartographer (GIS Technician III) will also create and maintain assessor maps, update the property history database, and perform complex property research, digital remapping, and ownership changes.

     VIRTUAL INFORMATIONAL Q & A SESSION (Optional): All candidates are invited to participate in an (optional) Virtual Informational Q & A Session.     ESSENTIAL JOB DUTIES

    Duties may include:

    1. Maintains complex GIS data; researches and verifies data for inclusion in GIS database. 
    2. Prepares, creates, maintains, and updates complex maps, drawings, plans, spreadsheets, data files, and documentation for a wide variety of uses and prepares and formats information for entry into the GIS database and enters data into system. 
    3. Consults with clients and staff to define requirements and assess scope of mapping and information requests and researches and evaluates available data and proposes methods of production. 
    4. Develops methods; preliminary mapping and design layouts; determines methods to be used and develops procedures; designs final map layouts; and executes design drafts. 
    5. Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity, and inclusion; and actively promotes an environment respectful of living and working in a multicultural society.
    6. Creates spatial overlays and maps in support of staff projects by reviewing information from a variety of existing data; performs complex analysis and database queries; and creates, implements, and maintains GIS databases.  
    7. Codes and creates mapping information in order to update and maintain mapping layers and controls quality by verifying the accuracy and integrity of data. 
    8. Responds to mapping and information requests from employees and the public regarding property ownership, jurisdiction, and legal. 
    9. Trains staff in GIS applications, development of scripts, and other aspects of GIS. 
    10. Assists other GIS staff in installing and testing new GIS software; assists in resolving and troubleshooting GIS-related problems and requests; and provides technical support on GIS software. 
    11. Serves as technical resource for other staff on difficult GIS database and application issues and coordinates and leads data conversion and process improvement initiatives. 
    12. Serves as liaison with GIS stakeholders in other work units and organizations in the development and maintenance of GIS data, shares information, and coordinates projects. 
    13. Plans and organizes work assignments, processes, and procedures.
    KNOWLEDGE, SKILLS AND ABILITIES

    Minimum Requirements
    Education and Experience:
     
    A typical way to obtain the knowledge and abilities would be:

    • Bachelor's Degree; AND Three (3) years of experience in the use and operation of GIS systems and applications; OR
    • Associate's Degree; AND Five (5) years of experience in the use and operation of GIS systems and applications; OR
    • Seven (7) years of experience in the use and operation of GIS systems and applications.
    If you have completed education in a foreign college or university and are using this education to meet the minimum qualifications, you must provide documentation that the foreign education is comparable to that received within the United States' accredited college or university system or your application will not be accepted.
